A citizen developer is a business user who builds automation, workflow, or simple application tools using low-code platforms — Microsoft Power Automate, UiPath StudioX, or similar — without formal software development qualifications. The term reflects a genuine shift in automation delivery: low-code tools have lowered the technical barrier to building functional automation to the point where a finance analyst who understands the process intimately can build a working bot without IT involvement. The appeal for finance leaders is obvious: citizen development extends automation capacity beyond the bottleneck of the IT team’s development queue, and the people closest to the process are the ones building the automation for it.

Why This Matters for Finance Leaders in Egypt and the GCC

Citizen development in finance environments carries specific risks in GCC contexts. Finance processes in Saudi Arabia that touch ZATCA e-invoicing, payment processing, or ERP data are subject to regulatory and audit requirements. A citizen-developed automation that processes this data without following the governance standards applied to IT-developed automations — no formal testing, no audit trail, no access control review — creates compliance exposure that the organisation may not discover until a ZATCA or SAMA audit surfaces an unregistered automated process operating on regulated data. The governance framework for citizen development must explicitly address this: which processes may be automated by citizen developers, which require IT involvement, and what testing and documentation standards apply regardless of who built the automation.

What Good Looks Like

A well-governed citizen development programme operates within a defined boundary — the types of processes that citizen developers may automate, the platforms they may use, the data they may access, and the documentation they must produce. Good citizen development programmes provide training before the tools: finance team members who want to build automations complete a structured training programme covering not only how to use the platform but what governance standards apply. The CoE reviews citizen-developed automations before they go to production, confirming they meet the documentation and testing standards — not to add bureaucracy, but to catch the classes of error that a first-time automation builder makes: no exception handling, no audit trail, credentials stored in the flow rather than in a credential manager.

The failure that most frequently converts a citizen development initiative into a governance liability is deploying the low-code platform broadly — giving all finance team members Power Automate licences and access to the full connector catalogue — without establishing the governance framework first. The finance team builds automations enthusiastically; the automations work; and then the IT team discovers six months later that finance users have built flows connecting to external services that are not approved data connectors, passing financial data to personal email accounts, or running as service accounts with shared credentials. The tools should follow the governance, not precede it.
