A vendor evaluation framework is the structured set of criteria, weighting, and scoring methodology used to compare enterprise software vendors — designed so that the evaluation surfaces the system that best fits the organisation’s requirements rather than the vendor that presented most compellingly or scored highest on generic capability assessments.

The difference between a well-designed and a poorly designed vendor evaluation framework shows up in what the criteria measure. A poorly designed framework asks vendors to confirm capability — “does your system support multi-currency consolidation?” — and every vendor confirms every capability in their proposal. A well-designed framework asks vendors to demonstrate specific capability in a defined context — “walk us through how your system handles intercompany elimination for a GCC group with three levels of ownership and entities in three GAAP regimes” — and the quality of the response differentiates vendors meaningfully.

For GCC and Egyptian enterprises, the vendor evaluation framework must include criteria that are specific to the regional operating environment and cannot be answered with a generic “yes.” ZATCA Phase 2 integration: provide evidence of a live Saudi deployment where Phase 2 compliance is in production, not a roadmap commitment. Arabic-language operation: demonstrate a live Arabic-language configuration of the proposed module, including right-to-left interface rendering, bilingual dimension metadata, and Arabic-language report templates. PDPL data residency: confirm the specific regional data centre where data will be hosted, and provide the relevant compliance certification. These criteria produce vendor responses that reveal genuine regional capability — or the absence of it.
