Programme governance is the formal framework of structures, roles, processes, and documentation that provides oversight, accountability, and decision-making authority for a technology implementation programme. It is the system that ensures the right people are making the right decisions at the right time — that scope changes are controlled, risks are escalated and resolved, budget is monitored and managed, and the programme remains aligned with the business objectives that justified the investment. Programme governance is not bureaucracy for its own sake; it is the infrastructure that allows a complex, multi-stakeholder programme to be managed with clarity rather than informally, which is how programmes of this scale lose control.

Why This Matters in GCC and Egyptian Enterprise Programmes

Programme governance in family-owned GCC enterprises requires explicit design to account for the authority structure that operates alongside the formal programme hierarchy. A governance framework that works on paper — with a steering committee, a programme board, and defined escalation paths — may not work in practice when a founding family member’s informal instruction to the implementation team bypasses the governance structure entirely. The governance framework must either incorporate the family authority into its formal structure (through family representation on the steering committee with defined decision rights) or establish a protocol for how family instructions are channelled through the governance process. Ignoring the authority structure does not make it go away; it makes the governance framework irrelevant.

What Good Looks Like

Effective programme governance comprises five elements: a constituted steering committee with defined membership, authority, and meeting cadence; a RACI matrix that assigns accountability for every key programme decision and deliverable; a scope change management process that routes all additions through a defined review and approval path; a risk and issue register that is reviewed and updated at every steering committee meeting; and a programme reporting cadence that gives the steering committee the information it needs to govern without requiring it to manage. These five elements function as a system — each reinforces the others, and the absence of any one weakens the whole.

What Organisations Get Wrong

The most damaging governance failure in GCC enterprise programmes is a steering committee that has authority on paper but defers every substantive decision to working sessions between the programme sponsor and the implementation partner. When the steering committee is informed of decisions rather than making them, it cannot perform its governance function. Issues that require resolution accumulate between steering committee meetings because no one has the authority to resolve them outside the committee. The committee meeting becomes a reporting session rather than a decision-making body, and the programme’s governance is effectively conducted in informal bilateral conversations that are not documented, not visible to the full governance structure, and not tracked for action.
